 HB32 Passes Senate 52-1 !!!
HB32 has made it farther than others have!  The bill has passed the
Illinois Senate by a vote of 52-1!

There was, however a discomforting concession.  The Senate added
an ammendment that deleted the restriction for the governor to sweep
the marina fund.  According to Sen. Terry Link's office (Senate sponsor
for the bill), the bill would have been vetoed by the governor if that
restriction were left in. I'm told that it is expected that he will sign the bill
now, as ammended.


HB32 gets support from IFOR and Winthrop Harbor EDC!
I have been contacted by, and communicating with, Geoff
Kishbaugh, who is the Region 2 Representative and Legislative
Chairman for the Illinois Federation for Outdoor Resources (IFOR),
regarding HB32.  IFOR is dedicated to preserving our state's
consevation areas, outdoor sports and recreation.  They have taken
an interest in our bill because they feel that it is imperative to
maintain NPM as an important state conservation and recreation   
asset.

Geoff and I have discussed the current ammendment to HB32, and
as a considerably larger organization than ours, they are monitoring
progress of the bill from both here, in Lake County and in
Springfield.  IFOR has also offered whatever assistance that they     
can give, to help get HB32 successfully through the state Senate.

Thanks to Geoff and IFOR for taking an interest our noble cause, and
thanks to Capt. Lou Megleo, D-dock rep. for presenting this issue to
IFOR.


Also, at the top of our list of supporters is the Economic Development
Committee of Winthrop Harbor.  Through the efforts of  our friend,
Cy Race, the Committee is actively rallying support from the WH/Zion/
Beach Park Chambers of Commerce, mayors and local newspapers,
and also to get area residents to contact Senators to show support.

Many thanks to Cy Race, Pat DiPersio and the EDC/WH for their
interest and support.  This is not just a cause for the slipholders - it
affects the entire community, as well.
